PROPOSAL
Improve the readability and clarity of the rules regarding the 12th player in Over 40's games.
DISCUSSION
I went back to the Qld Vets Cricket original clauses whcih were the source of the rules used to establish this competition in 2021.
I learned two things.
QSDCA Regs 23.6 to 23.11 quote the QVC rules (2021) VERBATIM except for variation clauses which QVC has for Over 50, Over 60 and female over 40 players.
Also there is a preamble to the QVC rules that says, in summary, "It's competitive but you gotta remember it's meant to be fun."
The disputed match in January (Mansfield v Stafford) was far from that ideal. There was a walk-off, a refusal to stick to the pre-match team lists and a retired batter returning before the 12th player (probably, but that is disputed due to the unclear team lists). Worse than that there was an unedifying and frustrating dispute with serious Management Committee wrangling which was subsequently overturned by a mind numbing appeal at a Delegate Meeting. (There were meeting attendees who walked out.)
I think it is time to concede that the 12th players need some repair.
These rules need a clear, unambiguous rewrite which is clear and easily understood. That's all...
One simplifying suggestions was to allow the 12th batter to bat (or not) in a 12 v 11 match.
- We have to keep the "12th batter" is only allowed in a 12v12 game because
- in a 12 v 11 game
- a "retired at 50" guy on the team with 11 players gets a chance to add to his score of 50
- but the "retired at 50" guy in the team with 12 players DOES NOT.
- This is not fair to each team.
- A key umpire duty (as it is in all games) is to receive (and keep) the completed Team list. In an Over 40 game determining if the game is 12 v 12, 12 v 11 or 11 v 11 is quite important.
- Retirement under Playing Regulation 31.6 is distinct from Law 25.4 retirement.
- Batters and captains are obliged to inform the umpire(s) of their reason for retirement under Law 25.4.1. Not to inform the umpire(s) invites Retired - Out (See Law 25.4.3)
