This adds a clause to specifically deal with "Fill-ins"... making a second appearance as a "fill in" is definitely a violation.
DISCUSSION
PlayHQ was introduced in season 2023/24 with much confusion about various aspects.
Most alarming was the failure to control the use of "Fill-in" players.
What's a Fill-in player? - PlayHQ allows any team to name an unregistered player one time for their first game. This is a concession to bureaucratic inertia ("the admin is too hard late ona Saturday morning") It is good for allowing new players to be introduced to cricket with a minimum of fuss.
It is important to note that when a fill-in is added to a line up it
does not create a registered participant profile. A fill-in record means:
- No checks are completed for any suspensions or life-bans
- no contribution to an player's profile and statistics
- A game will not be recorded against any participant record and therefore will not count for finals eligibility.
Even more of a problem is the terms of the player insurance.
First fill-in appearances are covered under the player insurance policy but second fill-in appearances are not covered.
Any injury claim involving a player (even other players in the same game as a second or multiple fill-in appearance player) is in doubt.
In other words, I got my teeth smashed in by a bumper last Saturday but because 'Billy Bloggs' is playing as a second fill in for Wombat United, the insurer won't pay my dental bill.
The 2023/24 experience of PlayHQ Fill-Ins taught us there are three problems to solve.
1. PlayHQ DOES NOT PREVENT fill-ins from making second or further appearances.
Sadly, no solution is expected for this in the near future. The scheme relies on administrative follow up to control this.
2. The administrative follow up is hard work.
PlayHQ will create a list of Fill-ins appearances. The list is meant to prompt association admins to follow up with clubs.
In 2023/24 the QSDCA Management Committee failed to recognise this issue early and failed to follow up many many instances of players appearing as fill-ins on multiple occasions. A select band of players appeared as fill-in for more than one club and one guy made fill-in appearances for 3 different clubs.
By the time Mancom was alerted to this issue, some clubs did not 'get the message'
By the end of the season there were over 500 fill-in appearances listed (in an approximate total of 1300 matches in all competitions in the season.)
In the end, there were 100's of multiple fill-in appearances which were not sanctioned (i.e. ignored) by the committee. Only one club suffered any kind of penalty for this.
3. Some clubs but not all
Apart from QSDCA administrative failure, some clubs seemed to approach this problem from a point of either ignorance ("we didn't know") or a carefree lack of commitment and respect for the rules ("I can get away with so it's ok").
Quite a few other clubs adopted a much more principled stance on this issue and assiduously registered their fill-ins in the proper way. This is a much better attitude which makes Mancom's and fill-in abusing teams' seem worse.
Indeed those clubs have a right to expect that this problem will be solved in season 2024/25.
We need a regulation that makes it VERY CLEAR that second fill-in appearances are a violation of the rules. (The proposed regulation below does this, in my humble opinion.)
We also need some admin (both intention and process) that can achieve stamping it out. That is up to the rest of us.
A similar change is strongly recommended for CCC Reg 3.
